Thomas E. Hogan, II
Attorney Tom Hogan practices in the areas of employment law, real estate, land use, and professional licensing. He is a graduate of the University of New Hampshire (B.A., double major in Russian and History, 2005 ) and New England Law | Boston (J.D., 2009), where he was a member of Phi Alpha Delta, co-chair of the Executive Office on Alumni Relations, and the Executive Budget and Appropriations Committee.
Tom has a diverse array of experience in the field of administrative law. While a student, Tom served as a student law clerk for Administrative Law Judges in both the Appellate Tax Board (ATB) and the Division of Professional Licensure (DPL). These experiences provided Tom a thorough understanding of the inner-workings of the Massachusetts administrative law system. Tom researched various issues including the constitutionality of use taxes and the limits on the professional licensing boards’ grant of authority. Tom also spent time working for the Office of the State Comptroller (OSC) where he was able to prepare for personnel hearings and where he drafted a statewide policy related to the non-disclosure of public records for victims of domestic abuse.
While working for the City of Waltham Legal Department, Tom gained experience in both municipal law and land use/zoning regulations while drafting memos related to water main installation for new developments and regulations related to condominium conversion. Tom is licensed to practice in Massachusetts and New Hampshire.
